From Implementation to Impact: Driving ROI Across Enterprise Deployments

A generation ago, U.S. manufacturing labor productivity was climbing steadily. Today, that growth has all but vanished. According to the U.S. Bureau of Labor Statistics, labor productivity grew just 0.1 percent annually from 2007 to 2019, and only 0.4 percent annually from 2019 to 2025. 

This decline can’t be traced back to a lack of investment. Manufacturers have poured substantial capital into their operations over that same time frame. Experts at MIT call this disconnect the “U.S. productivity paradox.” It’s a gap that quietly erodes profit margins, market share and long-term competitiveness, and manufacturers can’t afford to ignore it. 

That risk was top of mind for a leading industrial manufacturer preparing to roll out a new Manufacturing Execution System (MES) across more than 20 sites globally over the course of one year. The company knew adopting an MES could improve production visibility, quality and overall efficiency. But to actually see a return on that investment and escape the productivity paradox, technology alone wouldn’t be enough. The deployment itself had to be intentional and mapped directly to measurable value. 

Build a Repeatable Deployment Engine 

With more than 20 sites and 60 production lines to deploy within a year, treating each site as its own individual project would be too slow and make it impossible to track ROI consistently. What the manufacturer needed instead was a scalable, repeatable approach. To develop that approach, the manufacturer brought in Flexware as a strategic partner. 

The work started with an assessment of the current process to find where bottlenecks were already slowing things down. From there, the team built a standard, end-to-end playbook, one that ensured every site moved through deployment the same way. That playbook included documents for every site to follow, covering everything from communication and training to go-live support and testing.  

Mapping out the playbook in detail forced the team to examine every step of the process closely, and that scrutiny surfaced five clear opportunities for automation. Automation reinforces the standard even further, making it easier for every site to stay in conformance as the rollout scales. 

Most importantly, standardization ensures that the rollout can be measured consistently across every deployment. Because every deployment happens the same way, site deployment speed and conformance adherence become numbers the manufacturer can track, not vague impressions of progress. That visibility is what transforms a 20-site rollout from a risk to a return. 

Scale Through Shared Ownership 

A repeatable process only works if the right people, with clear authority to act, are driving it. The manufacturer had originally planned for one team to own every phase of each site’s deployment. Under that structure, the same team would have to catch readiness gaps at one site, manage configuration at another and resolve post-go-live issues at a third, all at once. At the pace this rollout demanded, that approach would only compound delays as more sites were added. 

Flexware recommended splitting the work across three focused teams, each owning a distinct phase of the rollout: one that prepares each site before deployment begins, one that handles design, configuration and deployment, and one that owns support after go-live. Splitting the work this way means no single team is ever stretched across readiness, execution and support at the same time, keeping the pace sustainable and deployment consistent. 

Creating a new distribution of work was only half the battle. Making it work in practice required defined business processes, clear governance and explicit decision-making authority, so that when a team hit an issue, it could resolve it on the spot instead of routing it up the chain and losing days waiting for an answer. To get there, the manufacturer formalized decision rights across the model, giving every issue a clear intake path and pushing decisions to the lowest capable level. 

This model allows the manufacturer to run sites in parallel instead of one at a time, turning a slow, sequential rollout into one that delivers returns faster. 

Drive Adoption to Unlock Value 

A playbook and the right operating model can only carry a rollout so far. Even a perfectly planned deployment can fail if a site isn’t ready, or if the people running the line haven’t bought in.  

To put readiness and change management into practice, Flexware focused on three priorities. 

The first was starting early. Evaluating people, data and technology together, well ahead of each site’s go-live date, means gaps are caught and remediation plans are created and implemented before they turn into costly delays. 

The second was sequencing sites by difficulty. Starting with the easiest sites allows the team to build experience on lower-risk deployments, so that experience is already in place when the more complex sites follow. 

The third was sustained engagement. Sites should be involved throughout the project and take ownership of the tool after deployment, continuously improving it and reassessing whether it meets their evolving needs. 

Technology only creates value when it’s properly adopted. If manufacturers want ROI, change management must be a focus. 

Transform Investment Into Impact 

One of the biggest reasons the “U.S. productivity paradox” persists is because manufacturers focus on the technology and treat the deployment as an afterthought. But it’s the deployment, not the technology, that determines whether an investment actually produces measurable value.
